I am filing for disability benefits , one of the jobs I had was working for the state as a causal laborer(electrician) at a local prison, No sdi were withheld from my wages. Do these wages still count for my base period ?

Most likely yes, if a 1099 was issued in conjunction therewith but I don't have enough facts to be completely sure.
