Can I get a restraining order against someone who is constantly trying to break up my marriage.

This is more a criminal law question than civil rights. I am not an expert in the are but doubt you would be successful. Have a long discussion with your spouse as to what is going on and then you might have to sue the other person for negligent infliction of emotional distress.
