my ex-husband is way behind and has quit paying his court ordered child support. the child is now 18 and the texas atoney generals office says that it is'nt as easy for them to do anything now. my question is can i place some kind of a lien aganist his property?

Yes. It's called a child support lien. You can read all about it in section 157.313ff of the Texas Family Code.
