Yes some common cooking ingredients can be used to inflate a balloon typically most liquids can inflate a balloon so olive oil, vinegar, custard etc would be obvious choices.
Some solid foods which could possibly inflate a balloon would be lentils, peas, minced meat, and rice. These are only some examples as there are far too many foods to list however as a rule of thumb anything small enough to fit through the neck of the balloon but not sharp enough to cause any punctures could in theory be used to "inflate" it.
