Can my tenant talk to my neighbour about fixing my rental property fence without my knowledge and is not fixing the fence considered not offering good housing conditions ?

If you mean can yor tenant say what he wants to, sure the 1st amendment allows that. Your tenant is not your agent so his comments do not bind you however. A good fence is not an essential service.

Not fixing the fence is not a habitability issue, but it could be a liability hazard if it is falling down.
