My past employer refuses to pay me my travel pay and mileage pay untill the oil company he has billed pays him. Is this legal?

It is legal if that is what you signed on for........if your agreement was that you would be paid for your travel, without there being a condition that "if and when we get paid then you will be paid", then you have a right to be paid right away........but remember it is your job, and you may lose it if you press.........not to make you worry, just a fact.
