I have a car rental business in Fl. I cater to many professionals in the liquor business and when I rent them vehicles they can opt to have my employee drive them free of charge (tips optional). Question I have is do I need a "for hire" license if I am not charging for the driver service. Also can these passengers have open containers in this SUV and if not, what do I need so they are allowed and what are the costs associated with it.

You need to re-ask your question under business law to answer the first part of your question. However, I can tell you that passengers can have open containers in vehicles so long as the driver carries a CDL with a passenger endorsement. Otherwise, they are not allowed to have open containers in the vehicle. I suggest you have your driver get a proper CDL.
