i live in the state of va. and did a paper route as an independent contractor for 2 weeks. now the paper refuses to pay me because i didnot sign a contract which was not presented until 7 days went by do they have to pay?

Yes, sue 'em in your local small claims court if they continue to refuse to pay you.
