My husband makes monthly payments on a second mortgage on a house in which his ex wife lives. These monthly payments take away from the amount of money that we have for our household. Do I have any legal rights to have a say in this?

Do you? No. Hopefully you knew about this before you married him, and it wasn't a big surprise. Divorcees always come with baggage: emotional, financial, etc. It sounds as though your husband had a financial obligation during his last marriage to pay the mortgage and it did not terminate with the divorce. If he's ordered to pay it, then he must.
