i got a speeding ticket and failure to provide proof of insurance ticket a few months ago. the speeds on the ticket were reversed so they read 40 in a 55 instead of 55 in a 40. so i got a warrant notice in the mail and they dropped the speeding charge and only want me to pay the failure. i do and did have insurance just didnt have the paperwork in the car. can i argue that since there no longer is a reason for the stop, then this failure charge should be dropped.

Don't push your luck. If the officer thought you were speeding and can point to facts that led him do believe you were speeding that is enough for him to stop you.
My suggestion is that you simply bring the paperwork with you to court to prove that you had car insurance when you were stopped. That may be enough to get them to drop the insurance charge.
In the future, keep your insurance card with your drivers license.
