I live in Illinois. We had someone take our child into Iowa and cause her harm. What are the time limits for us to sue this person? Which state would we sue in?

I would suggest that your first step would be to contact the local police and/or the state's attorney in your county. The time limits, or statute of limitations, would depend on what type of "harm" was caused. For personal injury, the statute of limitations is generally two years.
