If your question is whether it is inappropriate for a community hospital not to offer television programming for patients or visitors in Spanish, the answer is probably yes. I am unaware of any legal requirement to provide a non-essential service, i.e. television entertainment, in a multi-lingual format. So technically, no the hospital does not have to provide such service in any language. If the institution is a community hospital there should be a board of directors as well as administrators who should be approached about providing non-essential services, i.e. television programming in languages other than English.
