My little brother (16) was assaulted by an adult (20) and when the police came he didn't press charges. Don't they have to contact a parent or guardian about charges and for SURE about the assault itself?

No, your little brother has no right to press charges, or right not to press charges. That is a determination by the police and the prosecutors. If the police believe there was an assault, they can pass it to the prosecutors who can file criminal charges. If they don't believe there was an assault no charges are filed.
