I live in Maryland, I have a theft by check warrant in a district court. Can I hire an attorney to take care of the the district court fine and warrant without me appearing in Texas? Or do I have to go to Texas and appear?

I doubt it, but you should repost in Texas Criminal Law forum, because the case appears to be in Texas. I know that you could not do what you propose in a Maryland court.
