I purchased a vehicle which should have had remote key less entry(it was included in the sale price of the vehicle). It did not, so the dealer agreed to send me a check for the value of the difference, 300.00. Does this check belong to me as the auto buyer, or does it belong to the lienholder?

Is the check made payable to you? If it is, cash it. Forget about the lienholder; he has much bigger fish to fry.
